매티스 국방장관 사직서 번역 (전문)

Dear Mr President:

I have been privileged to serve as our country’s 26th Secretary of Defense which has allowed me

to serve alongside our men and women of the Department in defense of our citizens and our ideals.     

I am proud of the progress that has been made over the past two years on  some of the key goals

articulated in our National Defense Strategy: putting the Department on a more sound budgetary

footing, improving readiness and lethality in our forces, and reforming the Department’s business

practices for greater performance.

본인은 미국의 26대 국방장관으로 봉직한 것은 과분한 일이었습니다.

본인은 지난 2년간 우리의 중요한 국방전략 목표에서 성과를 이루었고 이에 대하여 자랑스럽게 생각합니다.  

즉, 견실한 국방 예산의 확보, 적에 대한 대비태세 강화와 치명적인 타격을 줄 수 있는 능력의 확보, 국방부

업무관행을 개혁시켰습니다.  

Our troops continue to provide the capabilities needed to prevail in conflict and sustain strong US

global influence. One core belief I have always held is that our strength as a nation is inextricably

linked to the strength of our unique and comprehensive system of alliances and partnerships.

While the US remains the indispensable nation in the free world, we cannot protect our interests or

serve that role effectively without maintaining strong alliances and showing respect to those allies.

우리 군은 변함없이 분쟁지역에서 지배적인 능력을 발휘하고 있으며, 세계적으로도 강한 영향력을 견지하고

있습니다.  본인이 언제나 유념하고 있었던 핵심사항은, 우리나라의 강한 힘은 동맹/협력국들의 힘과 독특

하고도 복잡하게 뒤얽혀 있었다는 점입니다.  미국은 자유세계에서 없어서는 안될 나라로 자리잡고 있지만, 

동맹국들과의 공고한 유대관계와 그들에 대한 존중심을 보이지 않는다면 자국의 이익을 효과적으로 지켜낼 수 

없습니다.   

Like you, I have said from the beginning that the armed forces of the United States should not be

the policeman of the world. Instead, we must use all tools of American power to provide for the

common defense, including providing effective leadership to our alliances.

29 democracies demonstrated that strength in their commitment to fighting alongside us following

the 9-11 attack on America. The Defeat-ISIS coalition of 74 nations is further proof.

귀하처럼 본인도 미국 군사력이 국제경찰로 씌여서는 안된다고 말해왔습니다. 그 대신, 우리의 동맹국에게

효과적인 리더쉽을 제공하는 일을 포함하여, 공통방어(common defense)를 위하여 미국 군사력의 모든

수단을 사용해야만 합니다. 미국에 대한 공격인 9.11사태 이후에, 26개 민주국가들은 미국은 합세하여 

싸운다는 그들의 의지를 보여주었습니다. 74개 국가가 연합한 'ISIS-격퇴'는 더 좋은 사례입니다.

Similarly, I believe we must be resolute and unambiguous in our approach to those countries whose

strategic interests are increasingly in tension with ours. It is clear that China and Russia, for example,

want to shape a world consistent with their authoritarian model gaining veto authority over other

nations’ economic, diplomatic,and security decisions to promote their own interests at the expense of

their neighbors, America and our allies. That is why we must use all the tools of American power to

provide for the common defense.

우리와 전략적 긴장관계가 점차 고조되고 있는 몇몇 나라에 대하여는 우리의 입장을 단호하고 분명하게 가져

가야만 합니다. 예를들면 중국과 러시아는 온갖수단을 동원하여 전세계를 자신들의 전체주의 국가모델화 하려고

합니다.  이 때문에 미국의 모든 군사력은 공통의 방어를 위하여 사용되어야 한다는 것입니다.

My views on treating allies with respect and also being clear-eyed about both malign actors and

strategic competitors are strongly held and informed by over four decades of immersion in these issues.

We must do everything possible to advance an international order that is most conducive to our security,

prosperity and values, and we are strengthened in this effort by the solidarity of our alliances.

동맹들에 대해서는 존중심을, 악역(惡役)들과 전략적 경쟁자들에 대해서는 분명한 입장을 취한다는 본인의

관점은, 40년 동안이나 이 분야에 몸담아 온 것에 의해 강력하게 견지되어 왔습니다.   

국제질서를 지키는데 있어서 우리가 취할 수 있는 모든 것들을 함으로서, 최대한의 안전보장, 번영과 가치를

지켜내고, 우리는 동맹국들과의 연대를 통하여 우리의 힘을 강화시키게 되는 것입니다.  

Because you have the right to have a Secretary of Defense whose views are better aligned with yours

on these and other subjects, I believe it is right for me to step down from my position.

이러한 일들을 추진하는데 있어서, 당신과 견해가 잘 맞는 국방장관을 곁에 두는 것은 당신의 권한이기 때문에

나는, 나를 위해서 이 자리에서 물러나는 것이 옳다고 생각합니다. 

The end date for my tenure is February 28, 2019, a date that should allow sufficient time for a successor

to be nominated and confirmed as well as to make sure the Department’s interests are properly

articulated and protected at upcoming events to include Congressional posture hearings and the NATO

Defense Ministerial meeting in February.

내 임기 중 마지막 날은 2019년 2월 28일이 될 것이며, 이는 국방부는 물론 후임자를 위해서도 충분한 시간이

될 것입니다. 즉, 그 기간에 지명/확인절차를 진행하고, 의회 청문회와 2월에 있을 나토 국방장관 회의참석등이

포함됩니다.    

Further, that a full transition to a new Secretary of Defense occurs well in advance of the transition of

Chairman of the Joint Chiefs of Staff in September in order to ensure stability within the Department.

또한, 그 기간은 신임 국방장관에게 9월에 있을 합참의장 인사이동에 앞서 충분히 여유있는 업무인수가 될 것입니다. 

I pledge my full effort to a smooth transition that ensures the needs and interests of the 2.15 million

Service Members and 732,079 civilians receive undistracted attention of the Department at all times

so that they can fulfill their critical, round-the-clock mission to protect the American people.

I very much appreciate this opportunity to serve the nation and our men and women in uniform.

맹세컨데, 모든 노력을 다하여 업무인계를 잘 수행함으로서, 2백15만 명의 병력과 732,079명의 민간인들이

지장이 없도록 국방부는 신경을 쓸 것이며, 이로써 그들이 미국 국민을 보호하는 일에 빈틈이 없게 할 것입니다.   

이 나라, 그리고 군복을 입은 모든 남, 여 군인들에게 봉직할 수 있었던 기회에 대하여 대단히 감사하게 생각합니다.
